Er, huh? Since when? Maybe I'm just suffering from Crusty Former Administrator's Disease, but this seems a rather odd interpretation of the rules as stated on the ballot: "Voting in the 2009 race is open to anyone who was active in fandom prior to April 2007, and who contributes at least $3 or £2 to the Fund," means folks who have been in fandom since before April 2007 (and can demonstrate it by naming someone known to the administrator who can vouch for them) can vote for whomever they like so long as they make the minimum donation, whether they know what TAFF is or not. Being a currently active fan is also not a requirement for voting, so long as they have been active for some period prior to April of '07.

I'm sure I read the interpretation somewhere, that >April 2007 fans could effectively make a donation using the ballot form. I'll edit, thanks.
I think this was my fault

Seconding the answer (for the benefit of comment notificatons)
PayPal: to bugshaw [at] gmail.com, Payments should include the information asked for on this ballot: ranked list of votes; voter's name and contact details; active fan who can vouch (if necessary). An additional small donation is appreciated to cover PayPal's fees. UK pounds sterling is preferred.
